Influence Structure in the Formation Process of Prefectural Smart Agricultural Policy: Statistical Analysis of the Nationwide Original Attitude Survey

Abstract

This paper focuses on the formation process of prefectural smart agriculture policy, with the objectives of clarifying (1) the influence structure and (2) the relationships between the influence structure and policy output. To this end, the authors identified the relevant actors through interviews with prefecutral officials utilizing the existing policy process model, constructed an analytical model and demonstrated it by an original questionnaire survey and a statistical analysis. As a result, (1) diverse actors have influences, but (2) only “politics,” “responsible government divisions” and “other prefectures” influence the formulation of the smart agriculture promotion plans in prefectural governments.
