Liquid plasma-facing surfaces are an interersting topic from the viewpoint of fundamental physical chemistry and practical applications. Surface processes occuring in liquids undergoing irradiation by energetic particles and plasma exposure have been extensively studied. However, few studies have been performed on the electronic states of liquids and the plasma-liquid interface. In this article, the author reviews the basic electronic and ionic states or insulating liquids and electrolyte solutions. Several topics based on the nature of plasma-surface interaction in an electrolyte solution are also described.
