The community-based shopping district plays an important role in creating and inheriting the local culture and in how the area is designed. In order to make full use of that function, it is necessary to consider how to manage the town while incorporating the measures for town development. Here, we consider what “power” and what actions should be taken as the leader of the shopping district organization.
