Tanaka et. al. proposed a fuzzy-Bayes decision rule by introducing a fuzzy event into a state of nature. The authors explained this model under a risk-neutral decision maker setting a normal possibility membership function on a fuzzy event. Furthermore we constructed a decision rule on a fuzzy event under no-data problem from both the fuzzy mathematics and the utility theory and extended this model forward obtaining a observation, in the conflict case under the risk, we explained this model is the fuzzy multi-objective LP problem solved by Sakawa's method. In this paper, we pick up the independent case under the risk, we proposed the multidimensional more risk-neutral two step decision rule by the fuzzy Markov process with a fuzzy transfer matrix.
