It is said that local public finances are uniform among communities in Japan. That may be a rational consequence concerning with local public revenues. In the expenditure side, however, this uniformity is not verified fully. In this paper, we try to check whether local public expenditure structures are same or not among communities.
At first, we estimate the demand function of the local public expenditures in Kanto area (Tokyo, Saitama, Chiba and Kanagawa prefectures) . If all prefectures have uniform pattern of expenditures, the estimated coefficients are same. In the testing, Chow test can be used. As a result, there are differences about Minseihi, Nourinsuisangyohi and Kyoikuhi.
Next, the reason of differences of expenditure structures is considered. The segregation problem (that is, the persons who reside in one community have same preference) is tested as a basis on the differences. Minseihi supports segregation. And in Tokyo prefecture, many items is conformed segregation problem. Kyoikuhi does not support the segregation.
We can detect the fact that it exists the differences of the structures of the local public expenditures and, in turn, the segregation problem. Therefore we conclude that the local public sector may obey resident's preferences rather than expected in Japan.
