Abstract

Analyzing the conditions for the institutions including artificial intelligence to be credited and used by citizens, and clarifying the concept of explainability as a part of credit. For the purpose, through showing the difference between Causal Connection (cause and result) and Normative Connection (reason and explanation) as connecting situation and outcome, to clarify that the basis of accountability noticed in the practice of responsibility is the latter. Through knowledge in legal history and comparative law, in addition, to classify measures to maintain credibility to systems from the viewpoint of disparity of information and capability between the user and the used.
