Policies and measures in local governments are projects that are unique and have deadlines. The author believes that these efforts can be managed in terms of projects, programs, and portfolios, from strategies and policy systems. In recent years, projects have become increasingly complex, and the degree of difficulty in management is high. I interviewed local government employees about their jobs and working styles, in order to understand the challenges they face in executing projects. The interviewees were asked to describe the structure of their work in the municipality, their responses, and opportunities to acquire knowledge of project management. The results of the interviews were used to present the challenges of project execution in local governments and to discuss the need for systematic project management.
