In recent years, local governments have been faced with an increasing number of complex projects with many stakeholders, such as smart cities, carbon emissions reduction and SDGs initiatives, and the need to develop plans from strategies and implement them flexibly. Until now, local governments have had little skill development in management techniques for executing projects. In the private sector, project management techniques are often learned from younger employees, but there were many situations in which project management was not necessary for municipalities, where operations account for most of the work. In recent years, the environment surrounding municipalities has changed, and many projects have arisen. Under such circumstances, it was decided to apply project management to municipalities in order to successfully carry out projects. In this report, we present a case study of the application of project management in a municipality.
