Abstract
In Japanese PFI bid evaluation, it is pointed out that qualitative items are not sufficiently considered.
In this paper, to establish a bid evaluation method considering qualitative items properly, the mechanisms of some comprehensive evaluation methods are analized by using a concept of utility maximization in micro economics. Then how to evaluate qualitative items properly throughout subjective judgment is discussed by comparing with the evaluation systems in competitive sports.
