Abstract
The objectives of this paper are to analyze trust between administrator and Japanese nation and to discuss roles of NPO in restoring trust in infrastructure development and management. Recently, the both of social uncertainty and opportunity costs associated with infrastructure development and management may increase due to elicitation of “private” in the administrator and “multi-faceted” actions by each individual as an “resident” or a “citizen” other than a nation. To “reform” the administrator and the individual, each party is required to enhance his/her trustworthiness, develop social uncertainty, and nurture an attitude to trust others.
