Abstract
NPO is focused on community development and management as a bearer of the role to reflect a wide range of citizen's needs on public service. However, the social system for citizen, NPO and administration to cooperate is not enough established, and it has several problems, based on difference in the ability of each NPO, or their management base is fragile, to supply of the public service steadily. This paper proposed that a new methodology for facilitating community development and management to get over those problems as a policy related to the Open- House. Our policy has the following five characteristics, which is (1) prescribed with the system;(2) 2 differentiated by requirement performance;(3) the effectiveuse of the existent facilities;(4) managed by NPO;(5) having a legal regulation
