Abstract
Since infrastructure development and management in Japan is currently facing a turning point, it is important to discuss its fundamental principle. As a first step to do that, an attempt is made to define infrastructure systems as with which construction engineers should be involved. Then inputs and outputs of the systems and indices to measure performance of the systems are identified. As a case study for applying results of discussions, an attempt is made to develop a framework for solving the solid waste material problem and building recycling systems of natural resources.
