Abstract
This paper describes evaluation of seismic damage influence considering function loss of road networks. Firstly, effect of the loss of functions on involved various sectors, which are for instance local government, public and private corporations is analyzed and modeled based on cost-benefit analysis to clarify the relation between the function loss of road networks due to a seismic event and seismic damage of road networks. Secondly, the loss of functions due to structural seismic damages consisting of road networks is modeled as loss matrix. Combining the model of seismic damage influence with the loss matrix, the cost of the function loss in the Hanshin Expressway Route 3 during the 1995 Kobe earthquake was evaluated.
