In the Shiga prefecture, in 1966 they established a regulation for “Protecting” “the scenery of our home town Shiga” alias “the scenery regulation” taking the lead in our country. They have taken general measures for scenry. to make beautiful sceneries through out the prefecture. Such as the waterside scenery around the Biwako, the back countryside, the village, the town area, the mountains, and the streets and rivers connecting them all.
Now, ten years have passed since the “Scenery Regulation” have been put in force. As a result, the inhabitants now understand the importance of the regulation. There isn't much need to advice how to register, and even the public enterprises are giving carefull considersation to the scenery.
Recentry, many, regulations concerning how to protect charactristic sceneries of the district have been put in force in many towns in Japan. So, in Shiga too, they should estimate and improve the “Scenery Reguration” once more and find what we need to add. There is a need to look from another point of veiw in order to keep up with the times and improve the regulation.
This paper tries to find out what problemes are facing us by recognizing the origin, outline, characteristics, and history of the regulation, so it will inrestigate what we shouid drow out from now on.
