Abstract
In Kyoto city, citizens, business, and city government have been aiming at creating the partnership. Continual workshop had been held to push the Local Agenda 21 of which they participate in making in Kyoto city.
I gathered information by questionnaire to understand participants' the realities of environmental action and ideas in this continual workshop and agreed on the problems with the results of the workshop. Then I scored their environmental action and studied their conscious according to the score stage. Finally I proposed the course of this workshop.
