Abstract
The cooperation among various players is important for the Integrated Coastal Management (ICM). One of the important issues to be discussed is how and by whom such cooperation among various players with different interests should be or could be coordinated.
At Moriye bay, Oita Pref., local residents organized the Moriye Bay Conference in order to discuss its coast defense, environmental conservation and regional improvement. Necessity for their community lives forced them to organize the conference, whose concept provides a good example for ICM. We analyze the way that the local residents organized the conference, to bring out the beneficial findings for ICM.
