The necessity of EST (Environmentally Sustainable Transport) has been broadly recognized and various measures have been carried out. In Japan, however, such measures have not yet been sufficiently implemented. This paper aims to analyze the reasons why practical implementation of EST measures had such difficulties in Japan through interviews with transport and environmental policymakers. The adaptation bottlenecks for EST measures are classified as follows: 1) financial resources, 2) legislations, 3) administrative organizations and 4) coordination and integration between stakeholders. This paper consequently concludes necessity and significance of combined EST measures.
