Feature Analysis of the Plan based on a New Perspective of Local Government Environment Plan

Abstract

In this paper, by analyzing issues surrounding the environmental plan, proposed a new perspective of environmental plan, and analyzed the characteristics of the plan based on its viewpoint in 5 municipalities case-study. In the first, as the nature of the sustainable development plan in staying philosophy level, and there is no specific measures. Second, there are few plan which link integration substantially to comprehensive plan. Third, the unification of the inspection and evaluation management system has also been limited. Fourth, the effects are limited civil participation in promoting stage instead of developing stage.
