Abstract

The severe traffic congestion by the Great East Japan Earthquake in 2011 and the heaviest snowfall in 2014 caused delayed recovery work. Those disasters reminded us of importance of early restored of road traffic. Recently, governments and local governments have reformed the law and plans for road traffic in disasters. The purpose of this study is to clarify the state of legal system of road traffic in a major disaster. The paper firstly reviews general legal system on road traffic in disaster, followed by reviews legal system on road traffic in Tokyo near-field earthquake. From these reviews, this paper proposed to do detailed traffic control in disaster and clarify the base of recovery work in central downtown area.
