Abstract

In Japan, many municipalities are making urban function location plans, and prefectures are expected to coordinate related municipalities. This paper aims to analyze the relationship between urban function location plan and city planning area master plan focusing on the consistency of centers. Through the analysis of plan documents, more than half of municipalities add centers(urban function attraction areas) in urban facility location plan, and the situation is different among municipalities in the same city planning area. In city planning master plan, there are few statements about functions such as welfare. It seems to be important to set common guidelines and give description of urban functions expect commercial function to have city planning area master plan for regional coordination.
