Abstract

Recently, under the prevention of global warming, low carbon development, such as net Zero Energy House (ZEH) is required because of significant reduction of CO2. ZEH utilizes renewable energy and can supply energy even in the event of a disaster such as a power outage, so it is expected to be used as an evacuation at home. In addition, ZEH blocks can further reduce CO2 emissions and strengthen regional resilience by electric power interchanging of surplus power on a block basis. However, the introduction of environmental measures requires a large amount of money, and it is important to ensure economic efficiency. This paper deals with clarifying the ideal way of ZEH block development for sustainable city construction in Urayasu City, from the viewpoint of environmental and disaster prevention. From the analysis, the use of the development measures for each district was difficult to the economic efficiency of the Stakeholders, but ZEH blocks contribute to the achievement of carbon-free society.
