Abstract

This paper analyses a role of regional plan and planning system in the process of reviewing large scale developments, which may cause positive and negative impacts. We investigate the development of regional impact review process in Atlanta Metropolitan Region, Georgia as our case study to find our strategic role of regional plan. The review documents of development of regional impact we selected for our analysis did not show statistical significances between consistent and non-consistent with local plan. However, interesting finding of our analysis is that the review process ultimately turn out to be a system to achieve regional blueprint by overwriting local zoning plan.
