Abstract

Although we cannot prevent disaster to occur, we can reduce damages by bonding and cooperating with neighborhood. However, it is difficult to make their solidarity and their disaster prevention capacity against uncertain event. This report focuses on Teizui area, Saijo city, Ehime prefecture as a case study. Teizui is flooding-prone area. This research found that there are many local activities such as autumn festival and planting green in this area and people actively participate in such activities. The bond among neighbors in their daily life help them in case of emergency situation. And the background of this area where all people had difficulty living with disaster have made their bond stronger.
