The aim of this study is to clarify facts about efforts to improve local value by private companies. We investigated some examples of initiatives to improve local value in countryside in an aging society with fewer children by major private railway companies. Then, we considered possibilities and challenges of initiatives by to verification of medium-term management plan and a survey and interviews about value improvement in railways. These initiatives assumed that the secondary effects of increased profitability of major business. It is needed that evaluation about effects of regional efforts are ongoing and verification about long term business model. After that, government and private business should build cooperation.
