Abstract
This study aimed to propose a way of learning about community planning for reconstruction that aims to cultivate
citizenship through external collaboration, based on classroom practice at elementary schools in the disaster-affected
areas. The problem with conventional research on the studies on community planning for reconstruction focusing on
external collaboration is that the methods of external collaboration do not lead to the development of citizenship. The
significance of this study is recognized in the fact that it examines the ways of external collaboration that lead to the
development of children's citizenship, based on specific practices. In order to encourage external collaboration that
leads to the development of children's citizenship, it is necessary to recognize children as creators of local
communities and to form a public sphere that enables collaborative discussions. The proposal of a classroom theory
that takes into account how to develop such a learning environment surrounding children will lead to the promotion
of practical research on disaster education.
