Abstract
In educational institutions like elementary and junior high schools, which accommodate many students, there
is a need to ensure the safety of these students with a limited number of teachers during a major disaster.
Amidst such busy circumstances, answering safety confirmation calls from parents can be a significant drain
on staff resources. Moreover, there's a risk of endangering parents who may recklessly try to pick up their
children if they can't get confirmation of their safety. Therefore, I examined and implemented a method called
171 Status Communication, using Disaster Emergency Message Dial (171) and Disaster Message Boards
(web171) as a simple and broadcast-style means for teachers to communicate overall safety. The results
indicated that 171 Status Communication is a useful method that enables more parents to access the status of
the educational institution during the chaotic period following a disaster, while reducing the burden on
teachers.
