The research of the establishment process of the regulation of public records management of Tokyo government

Abstract

  The regulation of public records management of Tokyo government had been established and carried out in June and July, 2017. This paper is concerned with the primary factors and process for establishment of the regulation, with referring to a case of the local public organization which already established their own public records regulation. In case of Tokyo, the leadership of Koike Yuriko Governor of Tokyo and the disgraceful affair, Toyosu problem, were the key factors for establishment of the regulation. Its establishment process was considered multilaterally through the documents obtained as a result of the information disclose requests to a Tokyo, the response for my opinion expression to the public comment wanted to “the outline of a draft of the regulation” and interviews with general affairs department of Tokyo. There were much problems in the stance of Tokyo government to information disclosure and the management of public records, however an institutional reconsideration, especially about handling of non-current records, will be soon expected with new archives building opening in 2019.
