      The Public Records and Archives Management Act (Act No. 66 of 2009) was enforced on 2011 in Japan. As well as Administrative Organs also Legislative Organs are required to be managed documents properly. However, the Legislative Organs have not clarified how the document management is carried out based on the purpose of the act, its actual condition. Therefore, in this paper, the purpose of the research was to clarify the situation of management of documents at the Secretariat of the House of Representatives and the Secretariat of the House of Councillors. As a result, secretariats of both houses have revised the regulations in consideration of the purpose of this Act, however it became clear that there are exceptions in the obligation provision for preparation of documents, and there was no centralized management.

      In order to achieve improved “Career Education”, the new curriculum guidelines state that, “Students shall keep records of their activities and make use of accumulated educational materials” during their extracurricular activities. In Japan, however, education involving “record‒keeping” has yet to be systematically implemented, and there is concern over whether teachers will be able to provide suitable instruction. Therefore, this research examined the new curriculum guidelinesʼ explanatory notes to investigate whether there has been a change in record‒keeping related to educational opportunities, and compared the previous curriculum guidelines with the new curriculum guidelines to determine how “record‒keeping” instruction will be carried out under the new guidelines. Results of this investigation indicated that, within elementary and junior high school education, “record‒keeping” instruction centered on “creation” and “use,” while opportunities to learn about “record‒keeping” and “records management” concepts were unavailable. It is hoped that the instruction of Students in these areas will improve in the future.

      The regulation of public records management of Tokyo government had been established and carried out in June and July, 2017. This paper is concerned with the primary factors and process for establishment of the regulation, with referring to a case of the local public organization which already established their own public records regulation. In case of Tokyo, the leadership of Koike Yuriko Governor of Tokyo and the disgraceful affair, Toyosu problem, were the key factors for establishment of the regulation. Its establishment process was considered multilaterally through the documents obtained as a result of the information disclose requests to a Tokyo, the response for my opinion expression to the public comment wanted to “the outline of a draft of the regulation” and interviews with general affairs department of Tokyo. There were much problems in the stance of Tokyo government to information disclosure and the management of public records, however an institutional reconsideration, especially about handling of non-current records, will be soon expected with new archives building opening in 2019.

  • ̶A Case Study from the Compiled Historical Documents of the Town of Hojo̶

      In order to realize truly meaningful management and usage for its users, it is necessary for organizations that store and manage records, such as archives, to strive to preserve and manage records so that the shape and contents of such records are maintained.

      Therefore, in order to consider an effective method of preserving and managing records from the perspective of its users, out of the various records available, and out of the documents relating to the compiled history of Hojomachi (Hojo Town), those which are currently managed by the Fukuchi Town Board of Education were analyzed for their conservation history.

      In this present study, the question revolves around how the records were passed down in regards to its conservation history. The intent is to grasp the conditions of the preserved documents in relation to the structure of its document groupings and attempt to analyze how those documents were organized and stored under what environment and situations.

      Analyzing such data could lead to the understanding of the reason why such records were kept in the first place. It is thought that such an understanding would point to the perspectives necessary when preserving and managing records for the purpose of being used.

      As the result of such examinations, it is thought that the records management system influences deterioration. And remarkable chemical degradation could be found, primarily based on the chemical changes of the materials themselves, which has led to consider the necessity of pointing to the conservation and management methods which controls the temperature and moisture of the environment in the archive and to protect that materials from exposure to outside air.

      Under these circumstances, it was also pointed out that an effective preservation method would be to compile the papers into files, which would itself protect the papers, and if they were to be organized in a way for future usage, this would make the paper less susceptible to degradation. It was also stated that the intent of having the items used leads to effective preservation.

      Furthermore, as a direction of conservation and management, it is thought that being aware of each of the stages in the life cycle of a document and considering its corresponding measures and methods of preservation based on the needs of each of those stages would be an effective way for conservation and management.
