A computer-aided sabo facilities planning system, CASFPS was developed and applied to the Sumiyosi River in the Rokko Mountains. Some simulations carried out made it clear that empty sabo dams reduce sediment outflow most effectively. However, even the sabo dams filled with sediment were still effective to some extent for controlling sediment outflow, unless the sediment inflow was extremely large. Sabo dams in upstream reaches were effective in checking sediment production from torrent beds. A sediment discharge as large as that caused by the 1938 storm can be controlled with existing sabo dams.
