This paper proposes a congestion alleviation program by time-shifting as a new mobility management which dose not require modal change and considers its feasibility. The effect of the program was evaluated analytically and a questionnaire survey was conducted to understand people’s attitude to this program. As a result, it is revealed that time-shifting has a big possibility to reduce congestion, and that it seems not easy to change departure time for some group, but if solved appropriately, a considerable time shift can be expected.
