This paper will provide an overview of the “regulations” of IR casino by the national and local governments based on the eight factors to be taken into consideration in the prevention of illegality of IR casino.IR is abbreviation for Integrated Resort.
It will then look at the gap between the letter of the regulations and the reality. Furthermore, we will focus on the eighth factor to be considered, “prevention of secondary adverse effects,” and define “secondary adverse effects” not simply as secondary crimes caused by gambling, but as “harmful results or losses that arise from the business activities of IR corporation, suffered by third parties including local residents or society”, in other words “social costs”.
The “residents’ movement” is viewed from both “institutional” and “non-institutional” perspectives as an objection to the social costs caused by IR casino.
In summary, we will look at the social phenomenon of IR casino in Osaka from the perspective of “regulation from above” by the national and local governments and “opposition from below” by the residents’ movement.
