This paper proposes a portable messenger system for emergency situation that telecommunication network is widely collapsed by disaster. Proposed system consists of portable microwave terminals as message readers/writers/carriers, and long-range non-battery RF-ID tags as temporary message storage units which are supposed to be ubiquitous on the roadside. Messages, e.g. people’s safety information, are remotely (several meters apart) saved on/loaded from the RF-ID tags by the terminals. The terminal holders, i.e. public walkers or rescuers, gather the messages and carry them to outside of the disaster-stricken area.
