Abstract
Through the experience with disaster and recovery support activities obtained as a result of the Great Hanshin Earthquake, the information systems to be used in times of disaster must have the following three features: 1) continuity between normal times and times of emergency, 2) decentralized independence, and 3) integration of space and time information. To achieve these capabilities, we have proposed, as a concept, the Risk-Adaptive Regional Management Information System (RARMIS). Then, to actualize this concept, we have developed DiMSIS-EX, a software component based on multi-dimensional spatial temporal information system. Here we will report on effective information processing in emergencies using a case study for the disaster drill in Nagata ward, Kobe city.
