Abstract
To address social issues through science and technology, it is crucial to change R&D program planning and management with traditional supply-side approach. In this paper, a case study of R&D management in a funding program with demand-side approach promoted by RISTEX-JST was conducted. Adequate collaboration between demand and supply side actors from early-stage of the research was one of the important factors to receive a high evaluation for projects. To involve adequate actors and come into their role in projects, program management to identify the functions necessary for projects from research to implementation of the outcome to solve the social issues and evaluate the state of the network of actors was required.
