Abstract
This paper analyzes mutual benefits of the waste disposal control process from the political and administrative views by focusing on opposing opinions between the local government and the residents in a surrounding area regarding the location of a general waste disposal facility. Particularly, taking the examples from Musashino Clean Center and Suginami Waste Incineration Plant, we show a comparative analysis of the process leading up to these decision-makings. As a result of the analysis, several main factors which can affect local government's conflict managements were found, such as individual characters of disputing parties, resident's participation performances, the character of decision-making arenas, and political structure.
