This paper explains a novel technique for determining the cognitive boundary by semantic stability concept. Cognitive boundary is the area where the cognition of any concept is stable in a context. In order to have a stable communication among intelligent agents there need to determine this boundary. This paper explains the motivations behind this concept and addresses various technical issues or challenges related with this. Though there are many definitions of semantic stability by many researchers, the definitions are not formalized to use in practical situations. Therefore, this research attempts to formalize this concept. Experimental results show that the proposed method is very useful for cognition in artificial agents.
