Abstract
Recently system development projects are required speed and low cost. So system development projects need efficient system development. Efficient project management is required too. And projects should be under control. In order to control projects, procedures and rules should be cleared and driven in projects. It is important that key procedures and key rules of project to be driven in projects are provided as The Project Management Rules in the first of project beginning. In this paper I will describe the necessity and the effect of The Project Management Rules.
