1408 Strategic IT project team building under human resource shortage environment

Abstract

Under strong IT system development demand, it is needed to make an effective project team at project initiation phase. However we face a resource shortage and team building difficulty. Under such an environment, it is still needed to build and keep suitable team formation behind each project characteristics. In this paper, I will try to describe how we build a functional team from scope management point of view.
