Abstract
The Study Group on Applying QFD to Project Planning has proposed methods of gradually arranging the requests for the achievement of the system based on the customer's requirements. The prevention of the extract omission of requests was a problem in the arrangement stage. It is problem that we can not prevent to omit extracting customer's requirements in project planning stage. The customer's requirement is summarized in RFP (Request for Proposal). Therefore, it is important to make the method to fill up omission of requests described in the RFP at the early stage. Then, in this research, to decrease the omission of requests, the method of first arranging the relation between the stakeholder and the project was examined. Next, the method of associating the role of the organization business duties and the stakeholder's requests was proposed. Concretely, the correspondence between requests described in RFP and the organization business duties is examined. As a result, the quality of RFP is able to improve by decreasing the omission of requests. Finally, the method of using the content of the proposal was shown by using the learning management system construction as case study.
