Abstract
The change management is one of the important elements in the project management, which is that correctly understands the influence in the change request and confirms the result. The change management flow is defined by PMBOK, ITIL and so on. However, it often depends on each project for the judgment method of distinguishing the change and the trouble .As a result, the demand that should be treated as a change might been originally treated as a trouble. This thesis advocates 3V-Model to the development process as a new development process based on the thought of V-Model and W-Model. 3V-Model defines the test specifications as a product of the phase of the requirement definition and the external design. Development by 3V-Model makes users image a finished system in the upper process like the requirement definition and the external design(Improvement of usability). In addition it decreases the numbers of the trouble(Quality improvement). In this paper we propose the flow that judges the change or the trouble by 3V-Model.
