Abstract
This paper proposes a method for visible resource assign against effective program management. The program management should assign resources when project occurred and satisfy needed skill for delivery duration, cost and quality. From the organization view, the organization also has adequate resource number and skill to execute whole program smoothly. If the organization can monitor the status of project assignment and progress, the information helps leaders to get action like promotion for increase project size and number, skill enablement for opportunity loss and organization change. On the other hand, mainly on the manufacturing, Kanban system is used for controlling multi-phase production job flow in a Just-In-Time production system. This study proposes the project assign method for program management based on the idea of Kanban system. In addition, this study formulizes the model for adequate organization structure.
