Abstract
Because of the long recession, any company requires that their information system department contributes to strengthen cost-competitiveness. The use of offshore resources to realize competitive price and schedule has been generalized recently. On the other hand, it is difficult to deepen mutual understanding due to differences of culture, social system, language and custom, so cautious actions are required in order to keep proper quality level. Based on issues of offshore-site development, this paper describes what information system development section is requesting, and proposes the capability model which aims to optimize the quality and costs with the advantage of on-site/near shore-site/off shore-site, referring the example of regional development center in the province, Japan which uses offshore development staff locally.
