In this article, actions against problems occurred during a new package development project are described as well as better package development method. The project positioned the first user of the package as "a pilot study" and initiated customized development for the first user within the package development team ahead of other customers before the package was complete. However, as individual system integration development method was used unchanged, the boundaries of the package development and applied customized development became blurred, causing successive problems when expanded to multiple users. To these problems, we made analysis with a view from the field, solved the problems by devised actions, and could successfully put the project back on track. This article describes these actions in detail. Since these actions against the problems were basic ones viewed from the result, they can be solutions even for projects other than package development.

We have categorized the knowledge of the senior IT architects and our best practices of IT architecture. The names of the two documents are "Infrastructure design patterns" and "Architecture patterns". This paper describes how to categorize the patterns, and our use cases of them. Infrastructure design patterns has 40 categories, which contains 182 patterns. Architecture patterns has 4 categories, which contains 15 patterns. These documents are useful for not only the IT architect but also the project manager. By using them, we succeeded in the man-hour reduction and decrease the risk of some projects. In addition, we have also used them for IT architect and project manager's training.

About 30% of our system accidents outside our company is due to misjudgment by our wrong "assumption". In our development process, the significant decisions are made by minimum group reviews so-called "inspection" and "walkthrough" about the requirements of contents and the scope of checking. According to one study of "assumption" mechanisms such reviews indeed make the miscalculation trend stronger. So, I studied "assumption" mechanisms of miscalculation by clarification of "assumption" rising condition and "assumption" promoting situation. I featured three main aspects as "assumption" rising condition. Next I consider the construction of well-appointed work processes hard to cause these conditions, and I have proposed them as countermeasures. I will continue the study by watching the effect of these measures in some proposed development process.

In general, when a project faces a problem, additional members are added to the team, incurring initial educational costs. However, a project manager must be aware that this also adds communication costs. It is often the case with a team handling a problematic project that a major change in the staff causes conflict between old and new members, creating a so-called "Storming" state, which is difficult to escape from. A study by Matsuodani et al. indicates that among all the different stages defined ("Forming," "Storming", "Norming" and "Performing"), a team's performance is the worst during the "Storming" stage. To improve team performance, the team needs to move from the "Storming" to the "Norming" stage. Since Japanese organizations emphasize teamwork in carrying out a project and assume highly context-based project operations, a team must move from the "Storming" to the "Norming" stage by overcoming very high barriers. These barriers can be overcome with strong leadership and a role model. This paper analyzes the state of the team responsible for projects actually facing problems and describes team-building practices that allowed the team in the "Storming" to move to the "Norming" stage.

This Paper introduced the study of the method for stakeholder management and situation visualization. The stakeholder management and consensus making among them is a base for project success. The time of consensus making with stakeholder is happen in all project's event. Hence, project member should execute the stakeholder management regardless of their layer of position. However, the stakeholder identification and consensus making depends on experience of practitioner in many case. This makes difficult to realize efficient stakeholder management for beginner of the project. So, this study organized the stakeholder management supporting tools and considered visualization method to grasp situation.

In August 2010, the "Mental Health Research Workshop 2010" was held in which persons with project management experience and academic experts (20 in total) participated. This workshop was aimed to convert implicit knowledge of mental health failure into more usable formal knowledge by the "world cafe method. Through the World Cafe process of having conversations, an integration of design principles and a vote, ideas that arose from the participants were summarized to four phrases shown below: 1. A leader takes the initiative of brightening up the project environment 2. Team building at the beach party. 3. 9th hitter getting stuck out with all his strength. 4. Value the family care and friend care As a result, we have found that, in order to prevent the mental health failure, experts think that a project must have following four factors: 1. A lively and positive work environment. 2. A good member relationship environment. 3. A training and growth environment. 4. A good work-life balanced environment.

The Study Group on Applying QFD to Project Planning has discussed important requirements defined in the initial stages of the project. It is important that we grasp stakeholders and requirements. Under the knowledge that result of the requirements analysis has influence on the quality of the project, in order to prevent omission leak of stakeholder's requirements, this research proposed a method of evaluating the RFP's quality by classifying the description into a basic pattern and arranging it. In addition, we proposed the method of using ontology. Finally, the possibility of the method of evaluating the RFP is confirmed by using an actual example of ordering an electronic library for a university.

It is difficult to familiarize on-site staff with essential rules in IT development because of their complexity and huge volume. Especially, demand from stakeholders and society as a whole for efforts towards security is ever increasing, while such efforts do not necessarily directly contribute to ensure the quality of products, which often prevents them from being understood by on-site staff. A large number of persons participate in a large-scale project; therefore, sharing of the project culture including security is one of the important and difficult managerial issues. As a solution to such an issue, we would like to introduce two approaches: "establishment of knowledge" using the WEB test environment and "establishment of basic activities" through "NEXT activities" that encourage autonomous improvements at a site, which contribute to a large-scale project.

Nowadays, project members are exposed to heavy burden caused by pressures from a project. Mental health management is becoming a social issue and serious concerns to many organizations. Reasons behind it exists factors such as, IT project becoming more and more complex, requiring of a short project duration time. Furthermore people are moving from one project to another imposes stress on project members. In a traditional hierarchal organization, people were receiving mental supports from his/her superiors or from colleagues. Career path in such an organization was rather simple and well-dined. In projectized organization, in contrast, interpersonal relationship becomes tenuous due to people working together only in project duration timeframe, yet strong collaborative team work is required in order to pursue the project success. All those are becoming stress factors to project members. This paper deals with proposed mental health maturity framework, by applying PMBOK guide process model. Stress reducing project related activities are proposed with its assessment model to measure the performance of the activity. Objectives of this maturity framework is by assessing the implemented activities in measurable way, bringing mental health management to higher maturity level through continuous improvement of actions taken.

Because of the long recession, any company requires that their information system department contributes to strengthen cost-competitiveness. The use of offshore resources to realize competitive price and schedule has been generalized recently. On the other hand, it is difficult to deepen mutual understanding due to differences of culture, social system, language and custom, so cautious actions are required in order to keep proper quality level. Based on issues of offshore-site development, this paper describes what information system development section is requesting, and proposes the capability model which aims to optimize the quality and costs with the advantage of on-site/near shore-site/off shore-site, referring the example of regional development center in the province, Japan which uses offshore development staff locally.

Business Continuity Plan (BCP) in IT-related businesses has been applied to wider areas, including not only addressing security threats, but also dealing with a large-scale earthquake or highly-virulent new influenza virus that has spread since last year. All possible measures against security threats have been taken in each project through the introduction of ISMS. However, the preparation of BCP for a large-scale earthquake or highly-virulent new influenza virus is still in progress. In this paper, we will introduce our efforts for the preparation of BCP for the project of system development, maintenance, and operation with a high demand for business continuity, aiming at "non-interruption of important operations and early recovery in the event of a disaster". Specifically, we will show the structure and role sharing among hierarchized organizations; and the status and results of BCP preparation made by evaluating two risks: large-scale inland earthquake in metropolitan area and the spread of infectious diseases including a new influenza virus and future issues.

IT systems are widely used in today's society, so project managers (PMs) in IT system development play an increasingly important and responsible role. In such projects, the qualifications required for PMs are not limited to project management skills, but also include the capability to lead a project to success even in the face of difficulties. Outstanding PMs are said to demonstrate common behavioral characteristics called PM competency. This paper discusses how to practice "dandori" as a means to increase PM competency. Dandori consists of practical know-how that includes recognizing the need to pay special attention to risk management. The paper explains that the concept and practice of "dandori" are effective in developing PMs and improving their discipline. As PMs repeat projects operations based on "dandori", this becomes a regular practice for them, improving their competency over time.

The purpose of this research is to propose a method for the transfer of knowledge and skills in project management (PM) based on techniques in knowledge management (KM). The literature contains studies on methods to extract experiential knowledge in PM, but few studies exist that focus on methods to convert extracted knowledge into practical knowledge and transfer it to learners. This research proposes a model of PM skills transfer management, which consists of a PM knowledge extraction phase, PM knowledge recognition phase, practical knowledge transfer phase, and practical knowledge evaluation phase, and examines the model's effectiveness.

One of the biggest challenges in the large-scale project is communication. As the project becomes larger, information disperses and it results in problems to be indistinct. In the project, all the tasks and responsibilities are divided among the number of people in the project. Also, because the project itself is vertically structured, it frequently creates tasks with no one to be in charge. Such tasks are never mentioned in any of the meetings throughout the process, and as a result, they end up to be a cause of severe trouble at the end. Although detailed documents are accurately composed and each process is made with absolute accuracy, there are still a lot of problems to overcome, such as a difficulty in seeing the entire project, troubles not found until the very end of the project, and clients being anxious. One of the elements that are causing those problems is a lack of awareness, which comes from a lack of efforts to observe the entire project objectively. Reviewing each process is always required in order for members in the project to become aware of detailed piece of information and every single element that composes the project. Therefore, as a solution, we aimed to improve individual's understanding by achieving precise 'visualization' of information. For instance, showing it diagrammatically and highlighting important point are the actions we made. As a result of the change of approach, we can now instantly find obstacles and solve them more efficiently than before.

EVM (Earned Value Management) is drawing attention as a means for tracking and sharing the status of schedule delay and cost overrun of a project. EVM indicators are used for various purposes such as understanding and prediction of the project progress. Among them, SPI (Schedule Performance Index) and CPI (Cost Performance Index) are well known and have been used for progress management. In order to manage the project progress systematically with these indicators, it is necessary to set the criterion values properly for the management. The criterion values are expected to depend on the project scale and project period, and therefore, should be calculated appropriately with taking them into account. This paper proposes a criterion for process management using EVM, and evaluates the effectiveness of proposed indicators for actual data of a project.

If the target of the project is clarified and the promotion policy is decided, the best organization is selected and not constructed automatically. Moreover, it is likely to become a situation in which it cannot help changing the strategy by the restriction of the organization. In this paper, the possibility where the function that the project that the organization body has is made for the influence to reach besides the effort of the project manager and the member exists is presented. It searches for the project strategy and the ideal way of the organization body.

In the programs which produced good results for the organizations or societies in these days, it is noticed that the leaders themselves had originated the visions or the goals of the programs. The Hitachi Information Academy Co., Ltd has been established as an training center of Hitachi and its group companies. It always worried us about that they ask us to provide "PM practical training" other than IT industry, because we had used case studies of IT to the training. We had to create the case studies according to their each business requirement. As the first challenge, we provided them a practical training with specific cases that trainee brought into the class of engineers who belong to the social infrastructure systems configuration section of Hitachi. The class was formed by several groups assigned each different case. This method requires an instructor possess wide and deep experiences and knowledge, it is very difficult though. As a result, we got very high evaluation by trainee because the practical training was along with their real business. The method will be applied as an effective and practical training for every different industry, from now on.

The purpose of this paper is to evaluate offshoring countries that develop the business order-made software for global enterprises. Firstly, author analyzes the current offshoring practices based on interviews conducted on specialists and from conventional studies. Afterwards author developed "offshoring success level model" and conducted conjoint analysis. Secondly, author developed "offshoring country evaluation model". In this model the communications frequency was assumed to be a factor of the geography and the time difference. The evaluation result indicated that three countries (Philippines, India, and Egypt) are favorable for offshoring for Asian, European and American regions.

Software Quality Accounting System is a software quality management technique originated by NEC Corporation. Among the Quality Accounting System techniques, Upper-process Quality Accounting System and its Defects Prediction techniques are described in this paper. By applying the Quality Accounting System, its effects that the number of defects detected by review was increased and the number of defects after release reduced, are discussed. And the reasons of successful results are considered.

To make a good use of the difference of behavior and thought between high and medium achievers in project management, which was found in our previous research for human resource management, a case method for younger managers who were expected to manage a big and complex project was designed. The main characteristic of the method is to use two kinds of persona each of which represents high or medium achievers' behavior and thought. Both personas were given as of ITSS-high level (level 6) managers. The use of personas would avoid divergent or biased discussion among less experienced participants and activate analysis and critical discussion of advantage and disadvantage of each persona through quasi-observation of their responses to the case. After the discussion they were required to relate what was learned to their own work practice and share it each other. At last the previous research was explained. This case method aims to promote transformative learning in which the participants reflect their own styles and activate their expansive transformation through a quasi-encounter with different management styles of senior managers and critical but sense-making discussion.

The offshore development is a means of the cost reduction for which the examination is necessary in all developments once now. However, the offshore development has a hard time mostly actually. The author resided in Fujitsu Xi'an for three years, and took charge of SI project of 30 or more in the standpoint of an offshore side. After it returned home, I did the offshore development of China and India in the standpoint of Japan. It was numerous that the incompleteness of specification was a cause of trouble. On the other hand, if bridge SE is added to the system of development, and it clarifies roles, it is relieved, and, after all, SE of Japan concentrates on the procedure of the contract etc. For instance, it is very rare to review specification for offshore. In this thesis, it introduces five measures of standardization and management to specification for a main person in charge in Japan of the offshore development. It is a blind spot that has been disregarded though both are natural. It is possible to contribute to the raise of the success rate of the offshore development on which it newly works.

It is important for defending the product quality to improve the work quality of the inspection process. To solve this problem, our company did the solution examination from the failure case. In the problem analysis, the technique "Reflection method" was taken as a technique of the cause investigation, the examination was executed, and one solution of enhancement of the inspection viewpoint was obtained. Moreover, originally it designed, it aimed at the form used easily, and the classification method named "Three point classification method" was examined in the arrangement of the inspection viewpoint table. In this text, it reports on the content, the effect, and the consideration of the executed problem solution measure.

The purpose of this paper is to observe Business Scenario Writing as a technique for a business conversion project. A business conversion project has three key features. First, the project is needed at a span of time in an ultra long term. Second, designers of the business system are embedded in the system as objects of design. Third, the designers are business managers, not project managers. For example, if we have to formulate a project that has ambiguous initiation and termination using a business conversion, a business conversion project cannot satisfy the condition by applying techniques of a traditional project management. However, Business Scenario Writing, as a technique for project management, satisfies the condition. Additionally, this technique has three key functions: first, it demonstrates the direction to control the flow of information; second, it confirms the building of a consensus, and third, it accumulates materials to visualize the flow of idea. This paper appraised these functions through the fieldwork I had conducted.
