Abstract
In recent years, the severity of environments surrounding system development projects is steadily increasing, such as diversification of customer needs, technological diversity, short development duration, and decrease in market price. To make a project successful in such environments, it is essential not only to foster an excellent project manager, but also to create a project plan as a success story. Carrying out estimation in the project planning stage leads to the improvement of quality of the estimate, to the prevention of the discrepancy in scope recognition, and finally to the success of the project. In this paper, we introduce various measures we have taken in the development fields based on the idea above, and describe the effectiveness of the measures.
