Abstract
We defined the criteria for quantitatively evaluating project risk factors and the competency of the project manager before commencing a software development project with the aim of taking a proactive approach to risk and executing projects efficiently. We also statistically analyzed the relationship between evaluation results and the success of projects to extract the factors affecting project profit, quality, and delivery time. Additionally, by classifying projects according to competency scores of project managers, we extracted project risk factors according to project-manager skills. The results obtained suggest that a proactive approach to project risk can be taken by prior evaluation of the target project and project manager.
