Abstract
According to the Basic Law of Government Administration Reform and the Law of Independent Administrative Corporation, national research institutes of Japan will become new organizations.They will have more flexibility in R&D expenditure, human resource and organizational structures.In this research, we will discuss a new type of research system that is potentially adapted to new reformed national research institutes and propose 'unit-type research system.'
