R&D internationalization, i.e.setting up of own R&D laboratories abroad and/or collaboration with local companies and R&D institutions, has been accelerated these days. And many developing countries or economies (hereinafter "economies") are taking political measures for inviting R&D activities of MNCs (Multi National Corporations). The top 5 reasons given for locating R&D in different Asia-Pacific economies are: Close to market or customers, Establish an integrated system ranging from R & D to production & sales, Establish a regional R & D base in this economy, Apply parent company's product, equipment and technology in this economy, R&D support for manufacturing facility and servicing customers. The study result has brought out the very striking observations, which are quite opposed to the traditional view. Traditional government policies for foreign direct investments, such as tax and non-tax incentives, do not seem very effective in attracting MNCs' R&D investments.
