Abstract
In regional economic planning an optimistic viewpoint has been held in general; that is to say, if the productivity of the underdeveloped districts be raised by industrialization programs or increasing unique products of the districts, the region will be increasingly inhabited by people and the economic development and reasonable distribution of the population will be attained naturally at the same time through the practice of the economic development program.
However, along the economic growth there occurred both overpopulated districts and sparse populated districts in land and the life of people has become uneasy.
When reasonable dispersion of the population be carried out, figures of population composition by age and sex will be simular in all units of communities in land. And at present the unit must be a wide living community composed of a local core city and several surrounding towns and villages. Future population of each community in land can be estimated passably in accuracy along the economic growth. And so the gap between ideal population and estimated population should be filled by certain economic program. And the economic planning should be considered on the basis of the adjustment of population planning of those communities, of which economic policies and investment programs intend to get the more population share for their own districts.
Reasonable distribution of the population should be considered as the first aim of the regional economic program hereafter.
