This paper proposes a network use control to prevent cyber attacks. In order to realize the proposal, the public security policy is suggested as a social consensus. The proposal evaluates the security level of use environments such as host computers and LAN by penetration tests, and controls the traffic by the packet filtering technology and quality of service. Using a computer simulation, the paper shows an application example of the proposal and illustrates its effectiveness.
