As a result of considering emergency-broadcast FM from the circuit of the social communication, it got knowledge that the emergency-broadcast FM was the flexible organization which has all the role at the circuit of the social communication. However, here is a problem in the operation. If making a mistake in the timing, it has made the mass media and that the interactive system becomes wasteful, too.
